CREVE COEUR, IL

Public Act 101-0027 was signed into law by Governor JB Pritzker legalizing the recreational use of cannabis which allows for the possession and private, recreational use of cannabis in Illinois for people over 21 years of age effective January 1, 2020. Along with the legalization of cannabis, this law requires the expunging of qualifying records for minor cannabis offenses with the following schedule:
January 1, 2013 to current, expunged by January 1, 2021
December 31, 2012 to January 1, 2000 by January 1, 2023
Prior to January 1, 2000 by January 1, 2025
This will require the Village’s Police Department to review all records relating to cannabis offenses in order to meet the above schedule.
The state law allows for the use and consumption of cannabis and the Village cannot prohibit the recreational use in the Village of Creve Coeur. As a municipality, we can determine if we will allow the sale of cannabis in the Village of Creve Coeur and if we do allow the sale, how many licenses will be available and at what zoning locations they will be allowed. The Village Board has passed an ordinance imposing a 3% local tax on the sale of cannabis in preparation if the sale is permitted.
Mayor Fred Lang and the Village Board recognize this law has been placed upon us by the State of Illinois along with additional cost the Village must bear in order to be in compliance with this new law. The State has given municipalities the option of creating additional revenue through local taxation of the sale of cannabis to hopefully offset such costs and possible increase revenue at the local level.
Mayor Lang and the Village Board are interested in the views and opinions of the residents of Creve Coeur and would appreciate their input regarding the sale of cannabis in the Village of Creve Coeur. Again, please keep in mind that they cannot prevent the use of cannabis in the Village of Creve Coeur and the survey is only for input regarding the sale of cannabis within the Village. The survey is completely anonymous unless you want to include your personal information. The Village will be collecting the surveys until October 18 th , 2019.

The Village of Creve Coeur recently received funding through the Illinois Environmental Protection Agency to construct a new lift station located by way of Riley Lane. This project qualified for a $3,998,993.39 loan with $1,199,698.02 debt forgiveness at 1.38% interest rate. The loan payments will be made with the capital improvement revenue. The construction of this lift station will eliminate 6 of the lift stations throughout town and will help with the backup issues that have occurred in the past.
